Call for Tender: Development of the HELQS Digital Platform for the MED.HELA Project

The MED.HELA – Mediterranean Higher Education Leadership Academy project is pleased to announce the publication of a Call for Tender for the design, development, deployment, and implementation of the HELQS (Higher Education Leadership Qualities and Skills) Digital Platform.

Funded by the European Union through the Erasmus+ Capacity Building in Higher Education (CBHE) programme (Project No. 101236505), the MED.HELA project aims to strengthen leadership capacities across higher education institutions in the Mediterranean region. The HELQS platform represents one of the project’s flagship digital outputs and will provide an innovative online environment for leadership assessment, 360-degree feedback, reporting, and professional development.

Scope of the Contract

The selected supplier will be responsible for delivering a secure, multilingual, browser-based platform supporting:

• Leadership self-assessment surveys;
• 360-degree feedback workflows;
• Individual and cohort reporting;
• Research data exports;
• Administrative management tools;
• English and French interfaces from the first demonstration, with support for future language expansion.

The platform will be developed according to the detailed functional, technical, accessibility, security, and privacy requirements outlined in the tender specifications.

• Publication of the Call: 30 July 2026
• Deadline for Submission of Offers: 10 August 2026
• Evaluation of Proposals and Selection: 12 August 2026
• Notification of Award: 14 August 2026
• Mobilisation of the selected supplier: 17 August 2026
• First Demo: by 31 October 2026
• Beta/User Acceptance Testing: December 2026
• Final Production Release: by 28 February 2027

Budget

The maximum budget allocated for the development contract is €23,000.

Who Can Apply?

The call is open to companies and organizations from Algeria and abroad with proven experience in developing secure web applications and the technical capacity to deliver the project according to the specified requirements.
